The Senior Financial Analyst requires:
Knowledge of:
Operating budget development techniques and capital financing methodologies
Generally accepted accounting principles (GAAP)
Rate studies and rate setting methodologies
Spreadsheet, database, graphic, and word processing applications
Analysis and financial modeling of city or region-wide fiscal and operational problems
Skill in:
Project management
Facilitation of internal process improvements in small and large group settings
Financial and economic research and analysis
Fiscal impact and economic modeling techniques
Present complex financial data to non-financial individuals
Ability to:
Analyze and prepare program budgets
Develop revenue and expenditure forecasts
Apply independent professional judgment
Research policy issues
Communicate effectively both orally and in writing with a variety of audiences
Work both independently and collaboratively, while maintaining effective working relationships
Comfortably work in a dynamic environment and be able to manage several projects on a timely basis and maintain the highest quality research and analysis
