To strengthen and advance our recruitment strategies, the Human Resources team will be focused on developing and expanding the city’s outreach efforts by partnering with educational and supported programs, enhancing our use of social media, and utilizing additional sourcing tools to attract the best talent.
A 2-year fully-benefited position has been created to help achieve these goals. The Human Resources team is seeking a collaborative, innovative, and motivated Talent Acquisition and Staffing Analyst who shares our passion for furthering the city’s efforts to attract and hire exceptional employees. The incumbent will assume ongoing recruitment strategy development and assist with initiative implementation by promoting diversity within the workforce. The hired incumbent will partner with the city’s hiring teams to oversee the city’s talent acquisition needs for full-time equivalent (FTE) and limited term (LTE) staffing. This position will assist departments in developing recruitment strategies, drive candidate generation strategies in partnership with hiring managers, and manage and monitor the flow of candidates through the entire recruitment cycle.
Although the initial focus for this position will be in talent acquisition and staffing, broader human resources job functions may be assigned to support project work.
Essential Duties and Responsibilities:
- Provide expert recruitment advice and support to a diverse range of customers.
- Work in collaboration with hiring teams to develop and implement a recruitment strategy that includes a hiring timeline, screening/interview criteria, and marketing and advertising plan.
- Utilize strategic sourcing methods to build pools of qualified, diverse candidates. Partner with hiring managers to engage in outreach efforts. Advertise and post positions using the identified marketing and advertising plan.
- Work with hiring managers to evaluate applicable education, experience, skill, knowledge and ability requirements for hiring needs, and screen applicants for minimum qualifications through the use of an online hiring system.
- Monitor recruitment marketing strategies to measure the effectiveness of recruitment efforts, and continue or adjust recruitment/sourcing efforts as necessary. Recommend ideas and strategies related to recruitment that will contribute to the long range growth of the city, implementing any new processes or fine tuning standard recruiting practices.
- Provide guidance and coaching to hiring teams on the recruitment process, appropriate interview panel and interview questions that support our commitment to an inclusive and diverse working environment.
- Follow-up with hiring managers and search committees on the outcome of interviews, determine next steps and provide solutions when necessary.
- Provide guidance on the reference check process and assist in the determination of appropriate pay rates for employment offers.
- Ensure any applicable pre-employment forms and tests are administered.
- Complete the processing of new hires and update the online hiring system.
- Represent the City at career fairs and events. Establish and maintain working relationships with identified community-based organizations as appropriate. Evaluate the effectiveness of outreach efforts by assessing statistics on minority representation in candidate pool, minorities hired that are sourced through outreach efforts, etc., and identify ways to improve sourcing of qualified minority candidates.
- Expand on and enhance the use of the city’s social media to improve the city’s brand recognition to potential future talent. Act as brand ambassador on social media.
- Contribute to the creative talent acquisition process by creating unique and "outside of the box" ideas on marketing and events.
- Monitor and evaluate sourcing channels to maximize candidate pipelines.
- Work with the Human Resources team to maintain an accurate, up-to-date list of open vacancies. Ensure vacancies filled data is accurate and up-to-date.
- Assist in the development and/or implementation of project work.
- Coordinate and help manage special long-term and short-term projects as required and/or any other duties as assigned.
Qualifications
Education and Experience Requirements:
- Bachelor’s degree in Human Resources, Communications, Business, or related field.
- Two or more years of professional, related experience in Human Resources in a comparably sized organization (1,000+ employees).
- Two or more years of experience with full cycle recruitment in a high volume environment, and an ability to manage a diverse requisition load.
- Experience with online hiring and HR/Payroll tracking systems.
- Direct experience, creativity, and a high comfort level using social media (e.g., Glassdoor, LinkedIn, Twitter, Facebook, YouTube, Tumblr, Instagram).
- Strong work ethic and willingness to take ownership for wide-ranging projects.
Preferred Qualifications:
- Experience in talent acquisition with a focus on developing diverse candidate pools.
- Experience with behavioral based interviewing techniques and practices.
- Experience in a unionized public sector environment.
- Professional in Human Resources (PHR or SHRM-CP) certification.
- Proficiency in another language other than English; conversational abilities desired.

This is a limited term (LTE), exempt, non-union position, with an anticipated end date of two years from hire. This position is fully benefited.
If this position is identified as a limited term, the following definition applies: Hired for no more than three years. Employment status is exactly the same as regular employees and receives all the same benefits with three exceptions:
1. Position is at-will for the duration of the limited term assignment.
2. Has a specific end date in which their employment with the City will terminate.
3. Ineligible for any form of layoff benefits and/or severance at termination.
