JOB SUMMARY:

  • This is the expert level of the job family, requiring the most complex financial analysis work.
  • The incumbent will evaluate multifaceted financial information, prepare reports indicating trends, provide recommendations to management and respond to inquiries for professional counsel related to financial information.
  • In terms of customer service, potentially sensitive interactions are generally handled at this level.
  • This level is more focused on the analysis of financial information and not on daily operations.
  • The incumbent may be asked to lead in the development and implementation of new/revised accounting procedures, and in coordinating/executing accounting-related special projects that often require an expert knowledge of the linkages between systems/operations/processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs duties and responsibilities within the Treasury and Disbursements Division which may include any combination of the following tasks: Based on the respective functional area of responsibility, is the resident expert on Treasury, AP, or Payroll operations
  • Provides guidance on technical areas of the function assigned and works closely with other members of the team for seamless delivery of excellent customer service
  • Functions as a "lead" within the work group, and may review work of other team members.
  • May supervise and mentor staff in the work group as may be necessary and monitor time and attendance
  • Conducts accounting-based research and analysis to provide definitive financial data and advice to enable sound decision-making
  • Periodically evaluates processes for improvements and prepares analytical reports to improve information resources
  • Evaluates applicable city policy and procedures for necessary changes, GFOA best practices, RCWs, and federal regulations affecting treasury, accounts payable or payroll procedures
  •  Evaluates appropriateness of new banking technologies or automation of work group processes.
  • Gathers data from departments; update periodic reports; analyze statistical data to identify and correct errors and to evaluate general content
  • Performs reviews of cashiering operations at city receipting facilities, including adherence to strong internal controls to deter fraud
  • Ensures compliance with established procedures, requirements, laws and regulations; completeness of data and adequacy of documentation
  • Reviews, researches and resolves complex problems outside the scope of the usual work activity; responds to customers issues/concerns where particular sensitivity is required to facilitate positive relationships.
  • Maintains current knowledge of financial systems, operations, regulations and requirements; may identify problem areas that require modification of existing systems and refers to appropriate parties; works with IS staff to implement, maintain or enhance associated financial systems as required

  • Work is performed under broad supervision, with regular opportunity to apply independent judgment, decision-making and recommendation for action
  • An incumbent may provide supervision with respect to lower-level accounting support staff.
  • While end results of this position's work may be reviewed, there are significant work activities that do not require review. The incumbent is accountable for the integrity of the analysis performed and operates under general supervision relative the accomplishment of objectives

Education & Experience Requirements

  • Graduation from a 4 year college or university with a degree in Finance, Accounting, Business or Public Administration
  • Five years of professional related experience in budgeting, finance, investments, financial policy analysis or related field, preferably in the public sector
  • Or, any equivalent combination of education and experience

  • Vision abilities required by this job include close vision and the ability to adjust focus
