POSITION DESCRIPTION:
Seattle’s Mayor and City Council are striving to make Seattle the leading example of positive
change and innovation in budgeting and performance management. In order to realize these
goals, we need smart, creative, and collaborative leaders to ensure we are financially able to
support our programs and policies.
We have an opportunity to bring in a senior level Strategic Capital & Budget Coordinator to help
lead, plan, and carry out the development of City’s strategic capital & budgetary agenda. In this
position, you will report to the Fiscal Management Team Manager and have the opportunity to
work directly with the Mayor’s Office, Senior Executive Staff, City Councilmembers, department
directors and capital & finance managers.
Your responsibilities will include:
· Acting as an advisor to the Budget Director, the Mayor, City Council, City departments,
and utilities on matters related to debt and capital planning.
· Working with departments to develop the City’s strategic capital agenda and capital
investment proposals.
· Establishing and coordinating Capital Sub-cabinet meetings to address key capital
issues and provide an avenue for Mayoral direction and issue resolution.
· Identifying potential funding options and developing specific funding proposals for interdepartmental
capital investments.
· Creating and maintaining financial models supporting long-term budgetary analysis
involving multiple funding sources.
· Analyzing long-term trends and early identification of potential future budgetary issues.
· Redesigning and enhancing reporting tools now used to monitor large and/or crossdepartmental
capital projects.
· Working across departmental lines to improve project planning and the coordination of
infrastructure investments to align with the City’s longer term growth plans.
· Developing appropriate financing solutions to meet the City’s capital & budgetary needs
while prudently managing the City’s total debt obligations.
Your effectiveness in this role will depend on your ability to:

· Communicate and interact with a variety of audiences, especially internally to the Budget
Office and externally to City Departments
· Identify and negotiate solutions to financial issues when department interests conflict
with executive policies
· Develop and maintain effective working relationships
You will feel prepared to take on this role if you have experience in:
· Working with competing interests with multiple stakeholders
· Developing and presenting long-term strategic financial plans
· Managing central cost, general fund, and organization-wide rate pools
· Working with accountants and accounting basics
· Managing major construction projects in a government setting
QUALIFICATIONS:
In addition to the qualities mentioned above, you will need to possess the below required
qualifications (or a combination of education, training or experience which provides an
equivalent background required to perform the work of the class):
· A Bachelor’s Degree in Public Policy, Finance, Economics, Public Administration, or a
related field
· 3 years of professional experience performing high-level policy, financial, and/or capital
planning work
DESIRED QUALIFICATIONS:
The most successful candidates will also possess the following experience:
· 5 or more years performing high-level policy, financial, and/or capital planning work
· Developing, planning and tracking capital program budgets
· Coordinating/compiling work and data across multiple
departments/divisions/organizations
· Staffing/coordinating an executive-level policy committee
· Developing capital program policies and financial guidance
