JOB DESCRIPTION

 

TITLE:                         Employment Navigator, Rapid Rehousing for Single Adults

 

POSITIONS:                 1 Full Time position

 

REPORTS TO:             Director of Economic Empowerment Services

 

LOCATION:                 YWCA Opportunity Place

                                   

SUMMARY:   

 

The Rapid Rehousing (RRH) for Single Adults program is a short-term intervention intended to quickly move single individuals without children who are experiencing homelessness into permanent housing.  Services emphasize addressing the immediate, short-term barriers that are preventing individuals from entering housing, while using the appropriate assistance needed to resolve each individual’s immediate housing crisis through a progressive engagement approach.  This approach is informed by the initial assessment of a client’s strengths, needs, and barriers, and will be adjusted throughout the program. Participants are provided with up to three months rental subsidy and receive housing case management and employment navigation assistance.

 

The Employment Navigator will assist participants in obtaining permanent unsubsidized employment in a chosen career pathway leading to a living wage (based on the Workforce Development Council’s Self-Sufficiency Calculator).  Additional goals will be employment retention and wage progression.  The Employment Navigator will work closely with the Housing Case Manager to coordinate key service areas, including workforce development and housing.  The Employment Navigator will also collaborate with Department of Social and Health Services (DSHS) for clients receiving food stamps; community and technical colleges, for clients needing short term training; and other workforce development programs and area employers to connect participants to job opportunities. 

 

The Employment Navigator will operate out of the WorkSource Affiliate Downtown Seattle (based at YWCA Opportunity Place), but will also visit housing sites, local DSHS Community Services Offices (CSO), community and technical colleges, and other YWCA locations.  Employment navigation assistance will continue beyond initial job placement in order to ensure job retention, wage progression, and advancement opportunities.   

                                               

RESPONSIBILITIES:

·        Engages participants in employment intakes, planning and services and assesses participants for  job readiness, occupational training needs and need for additional community resources to help develop clear and realistic employment and educational objectives

·        Works closely with YWCA Housing Case Manager and YWCA Job Skills instructor to integrate services, goals and resources

·        Coordinates with partners including YWCA shelters and employment programs, DSHS, WorkSource, and community and technical colleges, to ensure access and participation in mainstream employment services

·        Coaches clients in developing job skills, resumes, cover letters etc. and provides clients with job search information

·        Supports participants beyond initial job placement in order to insure job retention, wage progression, and ongoing connection with mainstream employment services

·        Provides clients with employment-related support services and makes referrals to other community agencies to resolve barriers to employment

·        Provides individual and group job search preparation and training to explore and develop the habits and attitudes needed to be successful in the workplace

·        Assists with benefit planning, asset development and financial literacy to foster economic empowerment

·        Participates in data collection and service documentation activities and maintains accurate client files

·        Position requires mobility and flexibility including meetings with participants at WorkSource offices, housing sites, client apartments, and other community locations

·        Completes monthly and quarterly data and narrative reports on program performance

 

QUALIFICATIONS:

·        Bachelor’s degree in social services, social work, education, or related field desired. An equivalent combination of experience and education will be considered.

·        One to two years of demonstrated experience required performing work related to client recruitment and enrollment, career assessment and planning, support services, occupational training, workplace readiness, job placement, records maintenance and outcomes reporting

·        Knowledge of King County labor market, vocational training programs, WorkSource system, and other local resources.

·        Understanding of issues related to poverty, homelessness and the governmental, educational, and social service systems that serve low income people

·        Strong customer service orientation

·        Sensitivity to the needs of YWCA clients who are homeless, low income, veterans, and/or impacted by domestic violence

·        Commitment to diversity and ability to work well with diverse family styles and multi-ethnic populations

·        Oral, written, and interpersonal communications skills

·        Computer familiarity with Windows, Word., Excel, and Outlook and ability to use online tools such as Microsoft Sharepoint  and Survey Monkey

·        Candidate must be able to travel independently between multiple work sites within a day.

       PHYSICAL DEMANDS OF THIS POSITION:

·        Continuously exchanges information through listening and talking with clients, agency staff, employers, representatives of community organizations and other individuals in the community

·        Frequently stands, walks, sits, and climbs in performing duties in the office and in traveling to off-site meetings

·        Frequently reaches and grasps in using telephones, computers, fax machines and other office equipment and supplies

·        Frequently lifts and carries up to 5 lbs. of paperwork, files, and training materials, occasionally up to 40 lbs.

·        Frequently to occasionally performs close work while updating files, reading program information, and using computer

·        Occasionally kneels, bends, pushes and pulls in obtaining files in drawers

·        Occasionally stands for long periods of time while conducting training programs or attending job fairs


 

 

BENEFITS, HOURS, RATE:

·        $16.35 to DOE, per hour

·        Full time, 40 hours per week

·        Fair Labor Standards Act (FLSA) Classification: Non-exempt.

·        Pro-rated cafeteria benefits package includes medical, dental, vision, long-term disability, flex accounts and generous retirement, vacation.

·        Grant-funded position reviewed regularly for funding availability.
